Bongkar muat barang dengan cara penimbunan lebih cepat dibandingkan dengan truck losing yang sering mendapat ham batan, misalnya jumlah truck kurang atau terlambat karena lalu lintas di jalan raya padat.

Bongkar Muat Barang Curah Kinerja Pelabuhan Muatan curah dapat dibedakan menjadi muatan curah padat seperti batubara, semen, tepung, beras, jagung, kedelai, dsb dan muatan curah cair seperti air, minyak bumi, minyak nabati, dsb.

Penanganan muatan curah cair dilakukan dengan menggunakan alat pompa di kapal yang mampu mendorong atau menghisap muatan curah cair dan disalurkan melalui selang atau pipa ke dan dari kapal langsung ke tangki penyimpanan atau ke tangki-tangki permanen di darat; atau sebaliknya yaitu dari tangki penyimpanan di darat dimuat ke dalam kapal. Penanganan muatan curah kering dilakukan dengan menggunakan kran kapal yang dilengkapi clamshell dan belt conveyor.

Belt conveyor atau sabuk berjalan adalah peralatan yang memungkinkan gerakan meneruskan dan memindahkan muatan sccara horizontal. Kinerja pelabuhan dapat digunakan untuk mengetahui tingkat pelayanan pelabuhan kepada pengguna pelabuhan kapal dan barang , yang tergantung pada waktu pelayanan kapal selama berada di pelabuhan. Kinerja pelabuhan yang tinggi menunjukkan bahwa pelabuhan dapat mem berikan pelayanan yang baik.

Waktu pelayanan kapal dapat dibedakan menjadi dua bagian yaitu pada waktu kapal berada di perairan dan ketika kapal bersandar di tambatan. Penjelasan waktu pelayanan kapal dapat diIihat dalam Gambar Komponen waktu pelayanan kapal di perairan diberikan berikut ini.

Waiting time WT atau waktu tunggu. Kapal yang akan masuk ke pelabuhan harus menunggu bantuan pandu dan kapal tunda. Petugas pandu akan memandu nahkoda kapal untuk masuk ke pelabuhan sampai bertambat di dermaga. Gerakan kapal tersebut dibantu oleh kapal tunda.

Waktu tunggu adalah waktu selama menunggu datangnya pandu dan kapal tunda. Approach time adalah waktu yang diperlukan kapal dari perairan di mana dia melepas jangkar menuju ke perairan pelabuhan sampai mengikatkan tali di dermaga, dan sebaliknya yaitu dari kapal melepas tali tambatan setelah bongkar muat sampai tiba kembali di luar perairan pelabuhan.

Kegiatan bongkar muat peti kemas dapat dilakukan di terminal konvensional maupun terminal khusus peti kemas. Dermaga pada terminal konvensional tidak dilengkapi dengan kran darat quai gantry crane , dan bongkar muat dilakukan dengan menggunakan kran kapal. Pada terminal khusus peti kemas, dermaga dilengkapi dengan kran darat yang berdiri di atas rel dan dapat bergerak di sepanjang dermaga. Pada kegiatan pembongkaran muatan, dengan menggunakan kran darat, peti kemas dibongkar dari kapal dan diletakkan di atas truk trailer yang berada di apron, yang selanjutnya diangkut ke container yard lapangan penumpukan.

Pada kegiatan pemuatan , peti kemas dari container yard dibawa oleh tru trailer ke apron yang selanjutnya dimuat ke kapal dengan menggunakan quai gantry crane. Bongkar muat peti kemas di terminal peti kemas dilakukan dengan menggunakan berbagai peralatan seperti quai gantry crane, rubber tyred gantry crane atau transtrainer, forklift, top loader, head truck chasis trailer, dsb. Postpone time atau waktu tertunda yang tidak bermanfaat selama kapal berada di perairan pelabuhan antara lokasi lego jangkar, dihitung dari sebelum sampai sesudah melakukan kegiatan di pelabuhan.

Service time atau waktu pelayanan di tambatan adalah waktu yang dihitung sejak kapal ikat tali di tambatan sampai lepas tali atau waktu selama kapal berada di tambatan. Komponen waktu pelayanan kapal di tambatan adalah sebagai berikut ini. Idle Time IT atau waktu terbuang adalah jumlah jam kerja yang tidak terpakai terbuang selama waktu kerja bongkar muat di tambatan tidak termasuk jam istirahat, dinyatakan dalam satuan jam.

Jumlah jam kerja tiap hari untuk tiap kapal berpedom an pada jumlah jam tertinggi dari kerja gang buruh tiap gilir kerja shift tersebut, tidak termasuk waktu istirahat.

Turn Round Time TRT atau waktu pelayanan kapal di pelabuhan adalah jumlah waktu selama kapal berada di pelabuhan yang dihitung sejak kapal tiba di lokasi lego jangkar di luar perairan pelabuhan ketika menunggu bantuan pandu dan kapal tunda sampai kapal berangkat meninggalkan lokasi lego jangkar, yang dinyatakan dalam satuan jam. Indikator kinerja pelabuhan digunakan untuk mengukur sejauh mana fasilitas dermaga dan sarana penunjang dimanfaatkan secara intensif. BOR dihitung untuk masing-masing dermaga, dan nilainya tergantung pada beberapa parameter berikut ini.

Pada pelabuhan besar seperti Tanjung Priok, Tanjung Perak , Tanjung Mas, Makasar, Belawan dan Panjang; pelayanan berbagai jenis muatan tersebut dilakukan secara terpisah. Dermaga yang melayani satu jenis muatan mempunyai tingkat pelayanan yang lebih baik karcna fasilitas peralatan bongkar muat dan tenaga kerja memang khusus mc nangani jenis muatan tersebut.

Ukuran kapal Ukuran kapal kapasitas angkut dan panjang kapal L0 j sangat berpengaruh terhadap nilai BOR suatu dermaga. Suatu dermaga dengan panjang tertentu dapat digunakan bertambat satu kapal besar atau lebih dari satu kapal dengan ukuran yang lebih kecil. Bobot dan dimensi kapal diberikan dalam Bab I. Produktifitas kerja di suatu pelabuhan berbeda dengan pelabuhan lain nya, yang tergantung pada peralatan bongkar muat dan ketrampilan tena ga kerja.

Dalam Tabel Peningkatan tersebut terjadi setelah dibangunnya terminal peti kemas pada tahun yang dilengkapi dengan empat buah quai gantry crane untuk bongkar muat peti kemas dan semakin meningkatnya ketrampilan petugas. Sanitasi kawasan ini harus terjaga agar kualitas hasil olahan tetap baik dan lingkungan sekitar tetap sehat. Kawasan ini dilengkapi dengan area penjemuran ikan, pengepakan ikan, jaringan air bersih dan saluran-saluran air limbah yang dilengkapi dengan IPAL.

Zona Industri Perikanan Modern Kawasan industri disiapkan dalam bentuk kapling lahan yang sudah matang yang didukung dengan infrastruktur yang memadai seperti jalan akses dan jalan keliling, sistem drainase, jaringan air bersih, jaringan telekomunikasi, jaringan listrik dan pengolahan limbah. Jenis industri yang kemungkinan akan berkembang adalah Industri berbasis pengolahan ikan seperti cold storage, pengalengan ikan, penepungan ikan , pembuatan chitin dan chitosan , dsb. Selain itu, dimungkinkan pula dikembangkan industri sarana perikanan seperti: jala, perahu, peralatan tangkap, dsb.

Zona Umum Zona ini direncanakan untuk memberikan kenyamanan pada kegiatan publik yang terlibat dalam kegiatan perekonomian di pelabuhan. Fasilitas yang harus disiapkan meliputi jalan akses dan jalan keliling yang dilengkapi dengan saluran drainase, tempat parkir, ruang tunggu, tempat transaksi TPI, MCK umum, waning, dsb. Zona administrasi Zona ini merupakan pusat kegiatan pengelolaan pelabuhan perikanan. Semua kegiatan administrasi yang menyangkut pengelolaan dan pengawasan pelabuhan, pelayanan masyarakat dan sebagainya dilakukan administrasi pelabuhan.
