Ffxiv unable to download patch files [30413][20496]

This is a consequence of how they architected their update client. Many other games update without having router issues, such as World of Warcraft and literally anything on Steam.

Even if the monthly fee is paid and a valid content ID is available, a valid character data needs to be present. Once the character is created, you will be eligible to log in to the forums. However, it may take some time until the character data is reflected to the system. Blocking out any new player by not letting someone having issues install post on the tech forums.

This is, as others have suggested, either a routing or port issue. By using a VPN, a different route is used and I believe port forwarding becomes a non-issue. Other things that worked for others, which I did not try: Waiting and trying again later. Switching from Wireless to Wired.
